On line computer help

About a month ago I went into one of those online help deals where they took remote control of your computer. Ended up costing me $100 and the fix lasted about a week and problem's came back worse than ever. I get a ton of pop up's by browser shop and can't find out who that is but everybody in the world seem's to have the fix for them. At this point I'm afraid to open any ads or anything else on my computer. I never have opened e-mails from anyone I don't know. Well the computer just getting worse every day. Getting message's to update some plug in I don't know what it does, messages saying my computer is going to crash ect. Anyway, I just ordered a new computer, it'll be here Monday. Ordered one before it. Never had a Dell before so got one. It got here and I couldn't get the thing to work. Made three different calls to Dell service center's. First one wanted to charge me $179 to fix a computer not two hours out of the box. Second one I hung up on, the guy that answered I couldn't understand one word he was saying. Third one worked with me about 45 min and couldn't get it going to he refereed me to a technician there that used remote to work on it. After about 15 min's he sent me a message saying he was going to have to charge me because to much was wrong with it. He did not charge me and next business day I sent it back where I got it and asked for a credit on a different one. The new one should get here Monday.

Now a couple question's. Are those online support really any good at all? First time I ever used one was a number of years ago and the guy wanted about $200 but came down to $30! That's a pretty big window. Next one was the one I spoke of above. He wanted $200 to start but came down to $100. Fix lasted just a few days.

One more thing if I can. How come when you get a new computer you can't get it with whatever operating system you want? I wanted another Windows 7 but can't get it in a new computer for under $1000, I don't have a thousand dollars and no need for one like that so, I'm stuck with Windows 8.1 or nothing. I would thing you could get one with the system you want, not with what one they stick you with.
 
New computer didn't work out of the box? As in a *new* computer - not refurbished, not ebay, not amazon/craigslist/whatever? If new, I have no idea why they wanted to charge you.

No. If they have to have a muscle-bound guy advertise on TV or spam the phone number three times in a row, walk away. The "fixmypc" commercial crap instantly comes to mind - it's a waste of money at the least, a scam otherwise. The company you purchased from (Dell, etc), on the other hand, is hit-or-miss. Sometimes extended warranties are good, but only thorough the manufacturer, and only if you are very peckish about attempting a fix by yourself.

One more thing if I can. How come when you get a new computer you can't get it with whatever operating system you want? Marketing/licensing. Microsoft wants you to use their newest system, to the point of basically forcing you off the older ones. Big-box companies are able to sell systems with the newer versions for cheaper because there is simply more supply.
