No sound

My sister is having a problem with her computer, and has been for she can't remember how long. There is no sound coming from the speakers. The speakers do "crackle" when you jiggle the plug a little while plugging/unplugging the cord into/from the sound card, and a little bit when you first turn on the speakers.

I was going to put a new sound card in it for her, because the current one is an integrated unit. But I tried to go to the volume control panel, under Accessories/Entertainment, but when I click on it, it says something about it can't be found. So I thought that might be the problem. I don't think she has the original discs for the OS and drivers, and she doesn't have internet access anymore to dl drivers or whatever else to her comp.

Basically, would not having the volume control panel on her comp cause this problem and if so, how do I get it back on there?

Comp is an older Compaq, around 900 Mhz I think.
 
The sound driver files are probably missing, as you said. Check the device manager for audio codecs and an integrated sound board. It's possible there's a backup driver stored. You can try to repair it that way. If not, the best bet is to download from a computer with internet access and transfer via a flash drive or cd. If the codecs and sound are not missing you could simply have a loose connection, which cant be fixed unless you know how to solder
