Use your windows xp/vista/whatever install cd, or the restore discs that come with your laptop.

insert the cd bomberboysk mentioned into the rom and restart your laptop. A screen will ask you to push any key from your keyboard to initiate the windows installing process.
if nothing happens after restarting the laptop, you need to to set the rom as first boot device. You can do that by going into bios. There should be instruction on the bottom left corer of the screen on how to get into bios setup. As not all the bios are the same, you will have to look through the bios until you find the device boot sequence option.
