New computer not recognising network

Here are the things that have helped me in the past: reset the switch, turn off firewalls. Again, that's just what's worked for me.
 
Try re-installing the network drivers. also check to see if the network is being recognised by "add new hardware" go to start>control panel>add remove hardware> select you have all ready connected it and then let it build a list, look at the top to see if your network device is listed.
 
The network card is recognised; possibly I will try to replace it. No firewall is active on the Emachine; it has a fresh install of XP.

Specs of the computers in question:
Dell: in sig; integrated Intel Pro100 NIC
Emachine:
1.0GHz Celeron
128MB PC100 sdram
Trigem Anaheim board
20GB IDE HDD which is FREAKING LOUD
Dlink DFE530TX NIC

The switch is a Speedstream SB2108.
 
Have you checked the link lights on the back of the NIC and on the switch? It could be a bad cable. Check your IP address settings too. Try and ping the other computer etc.
