Depends on the University. Most universities have documentation on this stuff. My university has 10Mbit drops per room in residence as well as the on-campus connections and a campus-wide wireless. Odds are they'll cap the amount you can xfer before you get dropped to a "slowspeed" queues

Also there are computer internet connection bandwith testers. they are like webased you could test it with them and it will say like 7megs butttt that means like 10megs cause there is a meg or 3 give way there.
