well, ive got 4 ports on my router and we've got about a 2.8megabit/s internet connection... problem is my brother downloads stuff with his comp... how can i limit how much bandwidth his computer gets with just access to the router... for now we're limiting his bandwidth with the program he uses to download.

In short, you cant... You can cut him off from ports all together, you can cut him off from ports at specific times. There is no way to limit his computer to 50% bandwidth.

oh come on theres gotta be a way to divide up bandwidth, or at least limit a port to say... 50kilobits per second?

There is a way actually.

This router has several options for what you want to do. You can set how much of the bandwidth is set to each device, but most importantly, you can choose which device to have the highest priority.

So if your brother is download lots of files, generally your ping and downloads will be slow. However if you have your PC set to highest priority, your games and downloads will not be effected.
