Need help bad

So I have built 4 computers in the last 3 years, all have never had blue screens, frozen, or anything. Today I got the parts for a computer I am building my roomate, and after getting it all together I turn it on and the mouse does not light up the keyboard does not light up and the monitor says no signal. The fans in the computer all work and so does the DVD player. The light on the Mobo lights up but I do not hear a beep sound.

I have put my computers PSU into his, nothing. Put my video card into his mobo, nothing. Moved stuff around checked to see if everything is plugged in, nothing. Any ideas? I am thinking it is the MOBO. I have tried un plugging the PSU and holding the start button for 30 seconds to drain power, doesnt help.
 
Well I hit the voltage switch on the back to 230 and the mouse and keyboard worked but still no monitor signal.

Think I just need to get it a bigger PSU? Mine on my computer is 650W, I got his a 550W thinking that would be enough..? My video card is a 7900 GTX which takes its own PSU cable, his card doesn't, thought he would not need over 500 really. Also the mobo did not beep on low volt setting, but did at 230 with the mouse and keyboard.
