This service is apparently Windows Defender and it is running on both my Windows 7 systems. The problem is that it technically should be disabled as I have disabled it in control panel and am running Microsoft Security Essentials.

In Resource Monitor it says that MsMpEng.exe is using 150mb ram which is quite a lot seeing as my netbook only has 1gb ram and it is close to being used up.

I've searched around on Google where the recommendation is to disable Windows Defender, but seeing as I have already done that and the service is still showing up, is there some way that I can remove it completely?

try this.

1. Open Windows Defender by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Windows Defender.

2. Click Tools, and then click Options.

3. Under Administrator options, select or clear the Use Windows Defender check box, and then click Save. Administrator permission required If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
 
If what Temmor suggests does not work,

Start > services.msc > find MsMpEng.exe and select startup type > disabled > apply/ok > restart your computer.
