motherboard or power supply issue

When turning on the computer it would turn immediately off then back on. However when restarting computer I noticed it wouldn't do this. Also when trying to get the computer out of sleep mode by pressing the keyboard it would just keep cycling off and on until I hold down the power button to shut it down.

I tested the memory and detected no errors.
Unplugged hard drive and it still occurs.
reformatted computer and still happens
took out video card and still happens

so it has to be either the motherboard or power supply. But I'm unsure how to test either component, so whats the best method of going about to locate the problem.

build is:
i7 2600k 3.4 gh
asus p8z77-v
corsair vengance 8gb 1600
evga gtx 570 superclocked
cooler master silent pro m 1000w
western digital 1tb black
cooler master trooper
 
Try building it outside of the case to make sure its not shorting out between motherboard and case. The only way to really figure it out is diagnose it. Try a different power supply. If that still don't work, then its the motherboard.
