major help needed...DNS Cache?

what is a DNS cache. I can't go on the inernet because of it, and i want to know how to fix it.

the error message says:

"C://Documents and Settings/user1/ipconfig/flushdns

Windows IP Configuration

Could not flush the DNS Resolver Cache: Function failed during execution"

An old friend of mine also had this problem.

He simply uninstalled all of his old and unused programs, and re-installed in network/connection/router software/services.
