Last written (definition?)

Can anyone please define for me how the term "last written date/time" should be read when viewed on a file.

is it the date and time it was written by the person creating it, or is it the time it was written to your pc.

I.e... if I made a file and then someone else copied it 6 months later, is the last written date the time I made it or the time they copied it and placed it on their pc.

If this makes any sense? :)

It is the last time the file itself was modified. Copying from one PC to the other shouldn't alter these records, but it depends how you do it.
 
So does that mean, if you viewed a word doc..or a picture and downloaded it from the internet... the last written date and time would be when the creator made the doc/image, or would it be from when it was downloaded?

sorry if I am confused
