keeping 2nd program on top of screen

Installed Avermedia usb tv for my wife. If she has like google chrome open then opens Windows media center and resizes, how can i keep the media center on top after resizing the screen. Has windows 7 pro if that means anything.

I thought in the past i just right click and it always stayed on top.
Maybe a long time ago.

Best solution maybe to right click in the taskbar and select cascade windows.

Want it on top. but thanks. I'll wait. I did see a couple utility's that support this function.
Surprised the function was not in windows. It was in the past i think.

Right click the video and select "Always show Now Playing on top" and it will keep the video on top of everything else.

Just tried that Voyagerfan. No option like that. Shows program info only. Tried other programs too. None will do it. email, utility's etc. they wont and no option to do it.
And ive right clicked everywhere to make it happen.
