ok so i been browsing ebay and seen tons of these types of auctions

what im curious is some of them say they run scans and can tell if a fuse or chip is bad and needs replaced and that they can fix dead motherboards

Well im curious what tools they use to do so i mean i understand u can get diagnostics tools that will give codes i have one but if the laptop is dead with no power goin through the board how do they tell then.

im just looking at a little information on this if anyone knows

It's all to do with electronics... there are common faults, and generally they are not too hard to fix.

Me and my dad are fixing a 7 year old plasma tv that flashes, we found out that its an oscillating voltage on the y-sustain board. that means a few new capacitors and IC's later it should work again.
 
well they probably have circuit diagrams, so my guess is that they check the voltage systems first, or bad connections (eg, bad 24 pin connector)
