I think it looks like one. However, it has two lenses. It could have been made to create those STEREO slides that were a HIT back in the days. Where did you get it?
Yes, that's camera. And a very serious one.
It has two lenses not for stereographic photos: the upper lens is for preview only and its image is reflected upwards on a ground glass (you hold the camera at waist level and look downward into the viewfinder), the other one is for actually taking the photo. The movements of these two lenses are synchronized, so if you see the target focalized on the preview, it will be focalized on the film too.
Another interesting thing about this camera is the square format of the frame, so won't need to choose between horizontal and vertical position of the camera.
