Is There Any Software To Convert Mpeg/avi/wmv To .bin Files?

There's a program called WIN ISO which may do it - I know it can convert any file to an ISO so perhaps it will do BIN files too...
 
I don't think that there is anyway to directly convert a video file to a .bin file. Bin files are disc images, and if your going to turn a video file into a disc image, its going to have to be either a VCD, SVCD or a DVD disc.

There are programs out there that will turn your video files to a SVCD/VCD/DVD. Nero Ultra is capable of doing so.
 
You can perhaps use MagicISO to create an ISO out of the video files, then use the same program to convert that ISO image you create into a .bin file. Procedures for that can be found here.
