Is the connection to a single computer limited to 10 workstations?

is it the File system or the Operating System that limits 10 computer to be conneted to a single computer? The File System is NTFS ang the OS is Win Xp. Do I have to put these computers into domain to have more than 10 computers connected to a single computer?
 
OS limitation

That would be an OS limitation. I would suggest a windows 2000 server or 2003 server.. Cheaper would be Linux box running Samba.
