Is it really possible?

or "download free and have limited download-speed"
Can they really limit my download speed?

They can throttle the download speed.
Ex for Rapidshare all the others maxx out my ISP bandwidth with the free download.
Premium accounts do have the luxury of no waiting, no captchas etc.

The speed will still vary depending on your internet connection. Yes, u may get full speeds, but if others are using the same link as u. The speed will slow down and at times u may have to pause the download and then resume it to get better speeds.

Yea. There a good number of ways of limiting bandwidth within Apache itself, so it's pretty easily achieved.
