i want to cut off net in local network

hello everybody iknow that my english is too bad but its ok iam using aprogramme named netcut but i feel that it has asmall effect or it doesnot work one of my frinds has aprogramme which is very strong he can cut off the net from any one on the local network but he refused to give me the prog or let me know its name i want aprogramme like that please help me too many thanks to you

Use the router, and cut all ports through the ip filter. He wont get any internet.
 
thanks for replying but i donot have the router in my home but i have the password and i can log into but i wanna that programme
