I think the mobo is fried?

There were a couple power outages, my moms computer doesnt have a surge protector and this morning she was complaining that the computer was on but computer wasn't showing a picture.

So I went to go check what it was and the USB's weren't working, the ethernet wasn't giving any signal either. I opened up the case and I didn't see any flashing lights either. However the CPU fan was working, the CD Tray opened and like I said before the computer turned on.

No one opens the cases besides me and I can say for a fact that nothing was touched. I never had a mobo fry on me before, so I dont really know the symptoms.

But to me this sounds like it shorted over by the ports in the back. I am going to assume that everything else is fine, HDD, RAM and CPU.

What does this sound like?
 
Try a different power supply first and then if it still don't work then most likely the motherboard is fried.
 
If it were power supply wouldnt the PC just not power up at all? The PC is powering up but not giving me a picture. Also none of the ports in the back are working. USB/FIREWIRE/ETHERNET and obviously the VGA.

But CD-Rom still opens and still powers up. No beeping upon start up.
 
Definitely a non-POST, which is a classic sign of motherboard failure, but could also be due to defective internal components (RAM primarily) - try reseating the RAM, test the motherboard with new RAM, and if both don't work, then it's possible that the motherboard is dead.
