How to know who has posted a Pdf document in Google

Do you own the rights to the material posted? Unless it's actually your material and you have copyrighted it or something, you have no say in the matter.
 
It is a document from a government website and there are rules about whether or not it can be published and it is why I need to know who has published it, if it is someone from this government website or someone else
 
Typically you need to reach out to the hosting provider with some type of warrant or legal order requesting the details of who owns the site or information regarding the account of data that was posted.
 
Define 'Google'. Do you mean GoogleDrive? Google.com website? Is this form available to the public from the government site?

If it is a form that is not meant to be in public view, then report the link to the government that the form is from and let them take care of it.
