how to go to safe mode?

Press F8 when the PC POSTs and there should be a screen of boot options. Use the arrow keys and the enter key to select Safe Mode. Or if you want internet access, select Safe mode with networking. The start Windows normally button will do a conventional Windows boot
 
Many times in order to remove a piece of spyware or troubleshooting and diagnostic purposes, you'll have to start Windows in Safe Mode. While in Safe Mode, only specific programs and files needed to run the operating system are loaded. Some functions, such as connecting to the Internet, will not be active in Safe Mode and a standard video driver will be loaded causing a washed out look and a possible change in resolution.

However, because just the essential programs and files are loaded in Safe Mode, this allows us to remove some spyware, adware, viruses and such that cannot be removed in Normal Mode. Follow the instructions below to Start Safe Mode for your specific version of Windows.

That's the most common cause for computers getting stuck in safe mode (safe mode loop).
"msconfig" should be used only for troubleshooting purposes.

It only gets stuck in a loop if its kept that way; sometimes all other options are not available. I agree the F8 is the best option, but I've seen many occasions where the options get more limited.

msconfig isn't the best way, and obviously I'm not recommending it where other options are available; I recommend only as an alternative where other options cannot be accessed.
 
Can you explain what you mean?

In the past few years, I've come across computers where it wasn't always possible to access the boot options through F8. Sometimes we have to work another way around it; the msconfig method has always worked as a reasonable alternative.
 
As I said, possible to use it in emergency situation, but not as recommended method.
I assume, we agree on this :)
