How to change the creation and modification date of a file and folder?

I would like to change the date of creation and modification of the file, and then put it into a folder, but so that the date of modification of the folder does not change. Is it possible to do this using cmd or windows powershell? I would prefer to do this without using any applications, but if an application is necessary for this, I would like it not to permanently set the folder modification date. The video from the link below shows an application that changes the date of creation and modification, but from what the author of the video says, it works permanently, and I want to change from November 6, 2024 to January 21, 2017, but when I edit again file/folder, I would like the modification date to change to the current one.
