My 9800GT does fine running a 1080P video at 1920 x 1080.

Pretty sure even lower end gpu's can handle 1080p. Like nvidia 8400 territory.

Yeah they can, the HD4670 handles everything well its a suprisingly powerful card for such a good price, handles games very well too.
Hd content it can handle with ease.
