How can I change the language settings of my computer?

I am interested in changing the language settings of one my user accounts of my windows XP computer to Japanese to accelerate my learning of the Japanese language. How can I do this? Does anybody know?

What procedures must I follow in order to do this?
 
Control Panel, Date time and language, add other languages, languages

You will need to download your language pack from windows.com.

And this is the setup for the new control panel, not classic view.
 
i have windows 7 professional. i don't think i can.
my son n law said he bought the 7 ultimate so he can switch back and forth
with languages when traveling over seas. I think thats what he meant. If ya know say it. If not i will find out and comment. im confused.
