help computer keeps rebooting in a loop

so when i go to turn on my computer it gets past the motherboard logo screen and then BAM it restarts over and over and gets no where past the logo screen. I am able to go to the bois and tried reseting it to default but that didnt work so then Iv tried using a different power supply but nothing.

is this a motherboard probleme or somthing else?

specs are:

Gigabyte EP43-UD3L Motherboard
- OCZ SLI 4096MB PC6400 DDR2 800MHz (2x2048MB)
-Intel Core 2 Duo E7400 2.8Ghz 3MB 1066FSB CPU
-XFX GeForce 9800 GT 512MB PCIe w/Dual Link DVI
-Windows vista
 
yes there is an os on it, its windows vista everything was working fine on the computer for a month i havnt changed anything on windows or anything. just simply tried restarting it one time and it just kept booting up in a loop. its set up to load the harddrive first and i thought maby that was the probleme so i went to bois and hade it load the cd drive first but same thing no difference.

could it be the cpu overheated and is now faulty? i dont think this could be it though because i did a stress test on the cpu and the max temp it hit was 60c? also checked the cpu fan and its positioned fine and everything.
