Headphones question

I noticed that all of my headphones make a weird noise when the music gets really quiet (like at the beginning of songs) and the noise kinda sounds like wind (it's really hard to explain. I thought at first that this is my phone's fault since I noticed that when I was listening to music on it, but then I noticed that the same thing happens on my pc. I also noticed that it is much louder on my phone and more noticeable. Is this normal or are my headphones/phone/pc headphone jack broken?

(sorry if this is the wrong section, but I wasn't sure where to put it)
 
could be a crummy sound card, nearby electrical noise feeding into the headphones... or with me, it seems to be dirty power...I will probably try to get a UPS to filter my AC a little, changing fan speeds on my stand fan while listening to music will result in some popping on the headphones due to the dirty switch action.

That doesn't explain the hiss on his phone too. I'd guess that it's your headphones if it's on multiple devices. Make sure your headphone jack is completely cleaned off. If you wrap up your headphones around your phone or whatever else you may have broken the cords and that could be causing the noise. It it out of one or both sides?

Buds or over/on ear headphones?

yes it does...sound card still exists on the phone. i know where i am at i probably get noise from RF, and a phone is nothing but lots of RF.
 
Is it just hiss or does it sound a bit like waves in the sea? With the pitch going up at the beginning of the song, and down at end? Like the noise you can make by "hissing from the back of your throat, and opening you mouth up slowly"!!??
