WIndows 10 Ghost in my Computer

I was given a HP-24-F0047c All In One that's seems to be haunted and for the life of me I just can't figure it out. I upgraded the memory from 4gb. to 8gb and the 1TB HDD to a 256 SSD. Put new paste on CPU and installed new CPU fan. Fresh dual boot of Win 10 and Linux Mint 22. Everything runs great on both operating systems but every now and then the mouse disapears and won't appear in the same place it was before. Other times it goes to the lower right corner of the screen and when I try and move it, it just goes back on it's own. Also it self scrolls web sites and expands and contracks all by itself. I've had it for about 2 years and everything was fine until about 3 months ago. I have tested the memory and reinstalled the OS's multiple times individually and dual boot and these problems are apparent with whatever OS i'm in. I've run different software for viruses and it always comes back clean. If anyone has any clue what it might be I would appreciate some help with this before I take a shotgun to it.

Have you tried using a different mouse? Is it a wired or wireless mouse? Sometimes issues like this is attributed to the video driver. Go into device manager and check what the driver date is for the display adapter.
 
It's a Wireless Keyboard/Mouse combo and I've deleted and reinstalled the Drivers and swaped them out with another set I had. I never seen this crazyness before.
