getting a website to load

i have this problem where the webbrowser doesn't load
i have to go to control panel>network connection>local area connection>repair
and then a webpage will load. i have tried firefox, tried both my network cards, spyware, adaware, reformatted my computer, bug doctor, CCleaner, and system restore.
what could be the problem
i ran a port test to see if any ports were open, and none were open
 
did it work before okay? have you tried selecting properties instead of repair after the right-click to see if the box is checked which says "protect my computer for blocking this computer from the internet"

Also is it just a specific website or all of them.

it doesn't work for any sites
i have to always do it
there are times when i won't have to do it for awhile and then i will have to do it again. it gets annoying
