general ip address question

hi guys, just want to ask that if someone goes online and is assigned an ip, and if we managed to obtain his ip and trace it, we will be traced to his isp right (since it's his isp that assign the ip to him)?

another thing is, is there a way to find out the location of where he is staying by studying/tracing his ip address?
 
zonealarm will do this (maybe only pro though) and I'm sure there are other ways, wait for other posts to hear some more
 
this will only get his general area.. My ip probably says im in san francisco, or santa rosa... and im really in san jose...

The only way to get the true location of this person is to get the information from the isp... WHich usually requires a court order.

True, and if someone uses a proxy it will come up with someplace no where near his real location.

the proxy logs will show useful info though. Of course we dont have access to that, thank lord
