Games lag like crazy (began after format)

Hello guys.. I've decided to format my laptop because **** installed on it.....
Re-intalled with W7 professional, x64 bit. Installed all necessary drivers..
Everything works fine, but i got really big problem.. Games performance isnt as before.. Example is Euro Truck Simulator 2... I driving and i see 40 fps... Few seconds later its drop like 7-10 fps

Also i notice same issue with 2001 game (MAFIA I). Any solution/help please?
My specs are:
Intel Core I3-3217u 1.80 GhZ
Ram 4gb ddr3
GT 740M
My specs cannot be problem for sure, because before format everything ran fine..

Make sure that the dedicated card is enabled and not the onboard video. Do you have the latest drivers for the video?

What specific drivers did you install? Sounds like you might have missed one like chipset.

Also, that's a pretty small amount of RAM. If you're still installing updates in the background you might be swapping.
