FTP to a localhost help

Hi everyone, I need to create a localhost ftp to test out my axis network camera.

I downloaded Filezilla server, I started the services... When I try to log into the ftp via filezilla to my localhost 127.0.0.1 it fails to connect everytime, anyone know what I am doing wrong?
