fresh install from usb drive?

If I have a Win7 activation code, and a blank 32gb USB flash drive, can I somehow set it up (download an iso) to boot the computer with the flash drive and do a fresh install of Win10, or would I need to install Win7 first, or do I need to buy something like this...?...

You can download the windows 10 iso and use your existing windows 7 key to activate 10. Get the windows 10 iso here.
