Forum Hosting Etc

Hi my name is John,I'm new here, and I know absolutely nothing about computers, software or anything in between which is why I joined this board. It behooves some hobby/business intentions of mine to become more familiar with certain topics this forum offers so here I am. Maybe some others as well can benefit from the topic.My first questions are these:

What is currently the best and cheapest outlet/ method to host a web forum? Vbulletin for the format? Stablehost for the site hosting?

Are there any additional services one would need to operate a forum besides a dedicated server?

Guys, first and foremost, just wanted to extend a Thank You for all the feedback offered. What an epic and lively, vibrant forum this is. Flapjacks at the local breakfast house of your choosing are on me. As well, Disregard! I discovered an outstanding hosting option and format. So far so good.But by all means, Carry on with this discussion, please!
