Firewall blocks outgoing FTP

I use Windows XP PRO SP2. I can't made outgoing FTP connection while Windows Firewall is enabled. Every time I made an FTP connection I have to disable the Windows Firewall. I opened the FTP ports in Windows Firewall but no change. Do you have any idea?

what port have you opened, what client are you using,

some clients are aided with port 113 being open aswell as 21

enable that port in the windows firewall.. right click my computer, and click on the firewall tab...

I opened port 113, but the problem persists.
I'm using CuteFPT 7.1 Professional as an FTP client.
The ports I opened in the firewall are as follow:

20 TCP
20 UDP

21 TCP
21 UDP

113 TCP
113 UDP

Yeah, take a look in the setting and check what ports it is connecting on, and what port the ftp server is listening on
