exstremly slow

i have a compaq sr5310f -1024 mem-250 gb hd-dual core processor e2140- my problem something is gobbling up mem on startup leaving only 7 percent mem available - no startup programs running-I use SYSTEM MECHANIC-and defrag mem will get up 24 percent available? any program takes forever to load-typing takes forever type a letter have to wait 3-4 sec b-4 it accepts next letter had to get on laptop to send this- internet logon is even worse new to forum if this is wrong place for this I m sorry - any help will help

Lack of RAM is a pretty glaring issue.
Usually I wouldn't put less than 4 GB in a build these days.

You are running Vista on only 1gb of ram which is really bad. As said, you should have at least 4gb to run Vista Efficiently. But unfortunately, your system only supports 2 gb of ram. Even upgrading to 2gb probably won't help you anyway. What you need to do is find a different system with at least 4gb of ram.
