Ethernet doesnt work but usb does

I just wiped my hard drive and reinstalled windows to start afresh on my computer (too much crap going on in it). when i came to recconect to the internet it didnt work, so i called up my ISP. after a couple hours on the phone to them i finally got the solution that i could connect though the USB connection, but i could not connect through the ethernet connection. This was because apparantly my computer wouldnt release the IP adress for the ethernet connection, the ethernet details are:
Physical Address: 00-00-00-00-00-00
IP Address: 169.254.0.0
Subnet Mask: 255.255.0.0
Default Gateway:
DNS Server:
WINS Server:
which is apparantly a default IP adress, and i was told i needed to call my own engineer out to fix this problem, as thier engineers could not fix this problem, there could be a problem with my ethernet adapter (even tho it worked fine befor i formated my hard drive), and then my ISP offered no more support for this.
Now i need to be able to connect via ethernet so i can plug in my wireles router for my other computer. Does anyone have any advice on how this problem can be fixed? they basically said i need to release the IP adress from my computer (or something along those lines)

A 169.254.x.x IP address means you don't have a connection. You can try an

ipconfig /release
ipconfig /renew

But there's probably some other problem. I assume you connect directly to the internet using your modem. No network or anything, right? Are you 100% sure the drivers are loaded for your NIC? Is DHCP enabled on the modem?
 
woah, didnt quite get all that, ipconfig/release, ipconfig/renew, whats that? how do i do that? yeh at the moment im connecting directly, but i wana connect through ethernet so i can plug in my wireless router, whats an NIC? iv loaded all the drivers for my ethernet adapter through device manager, iv also uninstalled the ethernet adapter and reinstalled. whats DHCP, how do i enable? what will that acchieve?

after running ipconfig/renew in the command manager, i got this message, 'an error occurred while renewing interface Local Area Connection 4: unable to contact your DHCP server. Request has timed out' dont know if this is of any relevance or help
 
did you install the ethernet drivers if it is onboard you should find them on the mobo cd if you bought a ethernet card then you should of got a cd with it
 
ethernet adapter seems to be installed fine, it appears on the device manager with no reported problems, and when i click update driver it comes back with no updated driver to install, the driver already installed is the most current
