Emergency Boot Floppy Help

How do I create one?
One of my computers will not boot. I have no idea how to do this though and what I've got from that website is impossible to comprehend. I don't understand this computer language and I don't have the money right now to have it fixed.
Could someone please explain how to do this in simple terms?

Download this if you have atleast SP2 installed
