Downloading from computer to cell phone

What kind of cell phone?

For my Android phone, I can do it by connecting a USB cable which causes the phone to appear as a drive on my Windows machine and I can drag/drop music files from the PC to the phone.

Another way to do it is that I can network through a wifi connection and transfer files that way. It's much slower but OK if I just want to copy a single music file.

It's a LG-A341
I can connect it with a USB cable, that's not a problem. Now how can I find the music file in the computer ( if I type in the singers name in the search a list does appear, but is that a file ? ) Then how am I going to "drag/drop it into the phone ? When the phone is connected it always says "downloading" but when I check it I don't find anything downloaded into it .
 
A couple ways of doing this. Select the files you want to move my holding down CTRL and click on each individual file. Or if you want everything in a specific folder just hit CTRL + A and it should select everything. With your selected music highlighted just right click on it and hit copy. Then go to the folder where your phone is and search for a folder labeled music. If it's not there just create it but you can probably find it somewhere. Then open the folder and right click then hit paste. It should copy all the music you selected to your phone.

I attempted to follow your instructions and what happened was that the phone downloaded music from the computer but where it found or got this music from is beyond me. It didn't download what I wanted it to download so I deleted what it did download.
 
Another way is, if you have a memory card in it. You can take the memory card and put in your computer if you have a "Card Reader" in your computer or printer. It will read it also as a drive that way. And you can transfer files to and from the memory card.
 
I had the cell phone connected to the computer. I highlighted the file in the computer that I wanted to transfer over to the cell phone. Then I tried to drag the file over to where there was an icon of the cell phone on the computer.When I was dragging the file a red x appeared probably to indicate that it is not working, which it wasn't .

You can synchronize your phone with your PC to make sure all your important details and dates match, but also to backup your files to put your mind at ease.
Backing up and restoring your phone’s information
1 Connect the USB cable to your phone and your PC.
2 Select the PC suite from the popup menu in your phone. And run PC Suite Program in your PC.
3 Click the “Phone Backup & Restore” in PC suite (Tools > Phone Backup & Restore), and select Backup or Restore.
4 Mark the contents you would like to back up or restore. Select the location you would like to backup information to, or restore information from. Now Select Back Up or Restore and Click OK.
5 Your information will be Backed up or Restored.

Viewing your phone files on your PC
1 Connect the USB cable to your phone and your PC.
2 Select the PC suite from the popup menu in your phone. And run PC Suite Program in your PC.
3 Open LG PC Suite icon in your PC which is already installed, after searching the phone it will be connected automatically.

TIP! Viewing the contents of your phone on your PC helps you to arrange files, organize documents.

I did download the software already from the LG website
 
Ok. Did you read the instructions? It doesn't say anything about dragging and dropping but you select the files you want to transfer then "sync". I don't have the software so I don't know how to initiate the sync operation. Does the PC Suite have any Help available?

Yes I was able to sync the PC and the phone but I can't download anything
