Do drivers determine volume?

Ever since installing windows vista, i've noticed even at 100% volume, i have to crank the volume on my speakers way higher than i ever had to with xp.

Do the actual drivers determine the volume of sound that comes out of the sound card?

Card is an audigy 2 zs.

With xp, i never had to crank the volume of my logitech speakers past the "V" in volume on the volume screen, and now even turned up to just under the "M" it's still only a reasonable volume! With XP installed, this would be full-on LOUD crowded house party volume.......

Just wondering if it's a driver issue, or if there's a hidden volume control somewhere that i'm not seeing?
 
the driver could control the amount of amps the signal is sent out at, which could make the sound weaker than normal.

Drivers control hardware, so it is very possible
 
alright, sounds good

i wasn't really concerned, it's just that turning the volume up so high creates a higher noise floor than i'd really like, is all
 
see what the OS volume is. find sounds and audio devices in control panel and adjust volume there. i had the same problem but i realized windows had the volume output lower.
