disable run command

how can i disable the "run command" in the start menu and also disable the "winkey+R" shortcut?the purpose of this is to prohibit students to access files in the network..because we will give them internet connection but we will not permit them to access the local area network..please help!thank you!
 
ONe special registry fix for disabling the menu and Start button can be found at http://www.kellys-korner-xp.com/xp_tweaks.htm On the left side scroll down to #364 and go directly across to the item in the right column. That is a download link for this. Once you double click on the download that makes the changes in the system registry. #302 on the left will disable the "CMD" file for manual commands at the Run prompt.

A quick edit of the system registry offers a much easier and reversable method by simply adding a dash( - ) in one specific registry value. http://www.winguides.com/registry/display.php/905/ That will also disable the menu and Start menu functions.
