disable download

can anyone recommend a program that disables a user from downloading files? i'm an owner of an internet cafe and i want to control the bandwidth. thanks.

Try Websense Enterprise. This can be expensive depending on the number of users you want to filter in a 24 hour period. I use this at work and it will give you the ability to block file transfers and a whole lot more.
