DirectX 10 a failure?

Now that ATI has released their 5 series cards with DirectX 11, and Windows 7 supporting DirectX 11, it seems like everyone is just trying to skip DX10. There are still very few games with full DX10 support, perhaps because it was Vista only? I checking out the new cards on Newegg and wanted to get some peoples opinion.

Think about if you are a developer, and you want to sell your product, what do you do? You develop it for the most deployed OS out there, which is still by far Windows XP.

Games will continue to be developed in DX9 until MS either releases updates to make their older OSes compatible with newer software and APIs.

I don't think Windows 7 is going to fly off the shelf and I don't think it will dip too much into Windows XP market share.

Actually, can you still buy XP Pro? I mean until MS starts shutting it down and not allowing it to be sold I don't think it will dent the market share of XP.

DirectX11 will be put onto vista as well.
People complain about vista because of the driver issues it had at first.
And also, computers designed for windows xp said they were "vista capable" which meant the basic version without aero. Then they complain because they can't run ultimate very well on it.

Although, putting DX10 on vista only was cornering the market. MS wanted people to switch to vista, which in turn probably meant getting new computers. Either way you spend money.
