Desktop Image Problems

I recently installed a XFX ATI Radeon HD 4350 with 1GB memory (link) into my computer. When it comes back on from standby the image on the desktop is....not viewable. None of the icons are distorted or anything, just the background image. Has anyone ever seen this before? Just wondering if it could be a problem with the card or what. My computer is an Compaq SR2170NX (link)

I forgot to add that this video card came only equipped with a heat sink without a fan; I added a 40mm fan to the heat sink and plugged it directly into an available hard drive plug coming from the power supply. Thanks ya'll.
