Desktop Boot Problem

I own a sony desktop vaio with win xp which is about 5 years old.
Sometimes it boots fine,fans run low speed.
Sometimes when I start it,fans run at very high speed and I get black screen doesn't even show bios screen.
When I get black screen,I have to shut off manually a couple of times to get it to boot properly.
Also a few times when computer is running it seems like built in video card on motherboard is failing cause I get garbled screen.
Could it be bad video section on motherboard?
Can I install a new video card,would this fix boot problem?
 
Hmmm I don't think it's the video card problem.Because if it is then it wouldn't work at all.
Go to the BIOS and tell us what are the system and CPU temperatures...

CPU 50 F
I don't have this boot problem when I do restart.
Only when i shut down for a while then start.
