Decoding Dolby Digital and DTS

I have been searching to see if there are sound cards that decode Dolby Digital and DTS. I have found out that this is something that most sound cards don't support, but I was wondering if there are DVD player programs like Power DVD that decode those surround sound formats. If such players do decoding, then if I had a soundcard with 5.1 outputs connected to my receiver, would I get surround sound?
 
Some sound cards do offer internal decoding of AC3/DTS to be output over their analog 5/7.1 outputs. Another software solution would be ffdshow. It can be a bit complex to set up but it works very well.

If you have any form of digital audio output from your computer (optical, SPIDF/coax), then you should be able to output the bitstream data directly to the receiver for it to decode.
