crackling / scracthy sound

On startup the Windows Welcome Sound sounds scratchy/stuttering (while loading the start up programs I guess). When I play that file with Winamp/Media Player/Quicktime it sounds ok. Also, when I play any audio file in Internet Explorer it sounds ok. But when I navigate to another site in a new IE window, the sound file, while keeping playing, sounds scratchy/crackling again. As if loading the images of the new website in the new IE window interferes with the audio playback.

What could be the cause of this?
 
This problem may occur on computers with very limited HDD space and little RAM. Especially if your internet connections is slow as well.
 
that happen to me when i was using the AMD K6 300 MHZ COMPUTER, while playing mp3 browsing the web that happens.
 
I've got a build-in Via audio card, a 128 mhz processor, Windows ME and now you mention it, i've only tested it with playing mp3s. I'd have to try it, but I don't know if that crackling problem also occurres with e.g. playing wavs.
I'm using a mp3 for the startup sound and place an mp3 on a webpage with a link dat starts a new browser window.
I've also in the mean time read about "installing latest directx, uninstalling Mcaffee virus/firewall, check for hardware irq conflicts" which might solve this problem, but I have to try that later.
 
It's your CPU, it can't handle decoding an mp3 while rendering web pages so the mp3 will studder, this shouldn't happen with a wav file though since it's already decompressed.
