CPU is constantly alternating (don't know how else to explain it)

hi, so i have a friends computer that is acting really weird and i have never seen this before. at any point in time when the computer is on and not asleep or hibernating, the fan is constantly alternating, from a low speed to as fast as it will go, almost like a low hertz AC power is running the fan. originally i thought it was just the fan, but i noticed that the computer slows down when the fan kicks up.

i opened up the task manager and it is easily seen that the CPU is alternating usage percent. it will go from 4% usage to 97% usage about every other second. i looked on the processes tab and there are two things that bump up with this alternating. the "system idle process" goes from about 40 up to 97 on the CPU column. the "WUSB54GC" process goes from about 0 to 50ish on the CPU column. im assuming this number is just how many times that certain process is sending data to the CPU, but im not positive.

here is a screen shot of the task manager if this will help anyone understand the problem here:

any ideas? to me it seems like this is a problem with these two processes that is constantly sending data to the CPU. not sure though.

EDIT: looked into the "system idle process" and i the way i understood it was that this is just a counter of some sort.

looked into the "WUSB54GC" process, and it is for a linksys wireless USB adapter. i can end this process and the alternating stops for a little while, but then the process is automatically started again and the alternating starts again.

if thats the program making the cpu use alot of usage like every other second uninstall it, if its the program you need to get on the internet then try to find another driver for it
