Computer won't boot up, please help.

I was having a problem today with my Outlook email and someone mentioned in the forum that it could be bad sectors in my hard drive. I could not get details as to what to do so I googled the question and it said try running CMD promt and run chkdsk/f. The directions said when you do this you will get an error message that will say you can't do this as the volume is being used by another process but then will ask if you would like to check the volume during the next restart. At that time hit Y and restart.

I followed the directions and hit the restart but now here is what it does and it continues to cycle over and over again.

screen 1. the main screen for my computer/cpu comes up where it says hit del if you want to get into the bios setting, then the next screen it rolls to is screen 2 apologizing for the inconvenience because windows did not start successfully and then you have a choice of start windows normally or start with last succesful configuration. I have hit both ways and the next screen (screen 3) comes up for a split second, it is blue and it say windows detects a problem and it has been shut down to prevent damage to your computer and then it cycles back to screen 1 and it goes thru the same screens over and over.

Please help and give detail because I don't know much about computer repair.

PS. I did not back up my important files. Am I going to lose everything because of this?
 
You have to scan the drive using the drive manufacturers disk diagnostic utility. You definitely have an issue on your hands. You need to deal with the power outages or this will happen again. Drive is most likely shot at this stage.
 
If you have another computer you can use a SATA to USB connector to gain access to the hard drive to try and copy data, b ut the drive sounds like it's bad. This is why it is important to make backups.

FWIW you could try safe mode. Press F8 after BIOS loads and before Windows loads.
