when I push the "on" button, my pc is starting for 3 seconds and reboot
Often I dont even go throught the BIOS, but after like 10 attempts (shutting down the psu, getting power, power on, reboot) it goes trought windows and its normal.

In speed fan, my 12v rail is at 10.98, my 3.3v is at 3.42, my 5v is at 4.8. Is it a PSU issue?
 
You are more likely due for a recycling of the power supply by simply unplugging the ac cord with the breaker set to off if there is one. Then while unplugged simply throw the breaker on and try to start the system. You should see a quick flash of the power light as the caps in the supply discharge themselves at that time. If the problem persists you could also be looking at a need for bios update if not a failing chipset. Try recycling the supply first to see that works.
 
I've seen an Enermax 660w supply with the dual 12v rails that looks inviting. That has 48A total output. But the usual unless going for a commercial grade is about 14-18A with up to 35A on the 3.3v side of things. Is that 32A continuous or just the total?
 
That will depend on large a supply you will need to run your system. If you are just going to run a basic case with no extras a 430-450w will get you through. A good mid powered 480w-550w supply is generally used for gaming as well as other types of cases built with extra hardware demands. For high end builds you could easily run a 600w psu upto an 1,100w dual job. Antec has been reliable in a variety cases seen here while the TP 430w is a little small for the demands placed on it. Gamers favor the Enermax line. For a higher end build that Enermax 660w model looked good.
