Computer acting very strange :/

Hi there, I'm new to these forums so sorry if i'm posting in the wrong section...
Well basically i woke up this morning to find that my pc is running games slow, and I mean really slow.
Up until last night i could run just about anything on full and most games would run near perfect. I shut down my pc last night normally and went to bed. This morning i woke up and I instantly noticed it working a lot slower. My games have become nearly unplayable. Even loading times, the time it takes to open or close a program etc takes a lot longer.
One thing I noticed is that my computer fans used to spin a lot faster when playing a game for example (as you would expect since your pc is 'working harder'), but now they seem to keep spinning at the same speed. It's as though my pc got lazy and refuses to do its job.
This whole episode had happened to me another time in the past - around 4 months ago. My computer started working really slow suddenly, then after around 2 days it just suddenly worked normal again. Hasn't given me any problems since then really.
Any thoughts?
 
Other programs too, though not as much.
It takes a little longer to start up for example. Not terribly longer, but I'm so used to my pc that i noticed a change

Nope nothing, exactly like this time. Used it one day normally, shut it down normally, woke up the next day and it started working slow.
As a side note, i just tried playing now after not really using my pc for the past hour or so and the game ran good at first then slowed down after around a minute... Could it be my fans are not working properly so the computer starts running slow?
 
I'd be more about why your fans aren't running like they are suppose, too. Do you get plenty of air circulation through your PC?
 
circulation seems ok to me... I suppose i can try and open the side panel but I doubt that'll do anything. My computer doesnt feel hot and if i put my hand to its side i can feel cool air coming out. It seems as though the fans just dont speed up when they're supposed to
 
What about the video card itself. Does it seem to get hotter than you feel it should? The fans running at low speed tell me that at times, your PC just isn't utilizing your GPU.
 
Ok tried it out for around 15 mins... Game ran slow, but it didnt seem like the GPU got hot at all, according to a program i used, its max temp was 64 degrees...
 
Okay, Well my theory still stands then. I don't think your PC is actually utilizing your GPU at these times. I mean, it's using it, but not all the resources it offers. I could only think to try a new card and see if that resolves the issue.
